In view of the responsibility of postmen
in delivering registered and ordinary correspondence and in
order to ensure the continued Service of reliable and experienced
men, I have the honour to recommend for favourable consideration
the system of good conduct badges and pay for postmen and would
recommend the Establishment of say 10 good conduct badges
carrying with them good conduct pay of $1 a month to all post-
men of three years consecutive service whose conduct had been
uniformly satisfactory.
This would ensure the continued service of
the best men and would be of invaluable assistance in keeping
them up to the mark.
